The Rune Wheel and Spell Book are shown when interacting (right-click) with the Rune Bag equipped. From here, you can create a combination of runes by clicking them in order. A valid combination will add the spell to your spellbook, where you can optionally name it. Alternatively, you can select a known spell from your spellbook to set the spell in the rune wheel.
Once a spell is selected, using (left-click) the Rune Bag will cast the spell. Spells have a mind of their own, so it will attempt to interact with the closest valid target to where you are looking.
Note that not all of the Runic Alphabet. Not even enough of them to fill the rune wheel: you will have four empty slots.
